Solution 
Replace lcd/led panel.

Precautions

Run and compare benchmarks to determine CPU speed, RAM speed and size, VGA adequacy.

Solution
Replace motherboard, CPU, RAM, VGA.  (Replace PSU and HDD if necessary).

Precautions
Unplug from mains.  Read instruction manuals before fitting.  Make sure that all parts are compatible.  Be aware some new motherboards will not have some of the old connectors, e.g. IDE.

Visually inspect USB ports are damaged.

Solution
Disassemble front panel.  Remove and replace USB ports.

Precautions
Unplug from mains.  Remove all cables connecting front panel to motherboard, e.g. power switch, reset, LEDs, FP audio etc.  Double check soldering for short circuit.
